how do you move your characters around the map using a tablet, ipad

Just drag&drop your units to the target map tile.
By the way... the game just runs on a windows tablet, not on ipad.

Have a look at this youtube video. He move units over the map.
It's the same if you use a mouse or if you use a touch screen.

Did you play the tutorial?
There you also move units over the map.

If it really does not work, it might be a software bug. But if I can't reproduce or see the problem it will be hard to fix.
