Is it possible to play Multiplayer in a local area network (LAN)?
Yes it is:

Download the server: https://jjjcolten.ch/hightreasonserver.zip
Unzip the Archive
Start the server.exe (just on one PC)
Start the Game
Go to settings --> Edit Server URL
Edit the link to: ws://<ip>:5000/api/v1/hubs/HighTreasonServer
(<ip> has to be replaced with your server IP-Address)
Maybe you have to turn off your firewall
Step 4-7 has to be done on every client
Play :-)

Note: If you wish to play on public server again, go to settings --> Reset server URL
